help.. regarding change color of car

help mga sir, kasi i bought this second hand RED toyota rav4 (second gen) last march '09... it was fully set up na pang car show.. then halos araw araw ko sha ginagamit for a year now, walang naging problema... then all of a sudden yesterday around 4pm while i was driving along quezon ave. pinara ako ng mobile (HPG).. they asked for my LTO papers.. so i gave it to them.. then to my shock.. ang nakaregister sa paper is color BLACK.. which is hindi ko alam na hindi pala pinalitan ng unang may ari yung registered color ng car...

so ayun nagkaproblema.. tinatakot nila ko na impound daw ang kotche ko.. and i have to pay the same amount na binayad ko sa pag paparepaint ko as my penalty?? totoo ba to mga sir?? they wer asking like 15000 pesos for penalty... at pasok daw sa anti car napping law??? tama ba mga sir?

so i was really upset and exhausted talking to them at nagmamakaawa na pagbigyan nalang ako since i wasnt really aware and since maayos naman lahat ng papeles ko maliban sa color.. so yun.. after 2-3 hours talking to them.. nagmamatigas yung isang police.. they wer asking me 50% nalang daw ng penalty ko if iimpound yung sasakyan ko.. so thats 7500! grabe... buti nalang at hindi ako nagdala masyado ng cash.. 800 lang laman ng wallet ko.. at after ilang oras.. pumayag din ang mga buhaya na yung.. pati 800 ko pinatos.. mga bwiset..

so question ko mga sir,, tama ba yung mga penalties na sinasabi nila sakin?? ganun ba tlga kabigat yun?? para next time aware na ako at yung iba pang magkakaproblem ng katulad ng sakin na honest mistake lang naman...

at isa pang question... ano po ba ang dapat gawin para magparegister ng bagong kulay? san po pupunta at mga magkano po kaya ang estimate na gagastusin?? madaming salamat po sa mga makakatulong..

Change color requirements:
Documents Required
1. Original Certificate of Registration (CR) and latest original Official Receipt (OR) of payment
2. Affidavit of Change of Color
3. Clearance from Philippine National Police-Traffic Management Group (PNP-TMG)
4. Endorsement from the Insurance Company
5. Actual inspection of MV with duly accomplished MVIR [Download this form here]
6. Taxpayer's Identification Number (TIN)

that is too much! it even exceed the penalty for the DUI of drugs.

3. Operating / driving a motor vehicle which is unregistered / improperly Registered

- if committed by the driver without the knowledge and 2,000.00
Consent of the owner/operator

improperly registered - your vehicle is registered in black.

Sir majinbu, kumusta pala ung nangyari sa change color mo? Magkakano inabot sir nd mabilis b ang process, nangyari rin kc sa akin, di ko nakita na iba pala nakaregister na kulay. 1995model na car, pero sabi ng taga emission test, okay lng daw un? Tama po ba? Tnx

^^ Hindi okay na iba ang kulay na nakasaad sa documents. Basically, hindi mo marenew ang rehistro nyan. Unless hindi tinitingnan ng mga taga LTO ang car for registration. Pwede yan isabay sa pag renew ng rehistro para isang lakaran na lang.

Nagpa change color na rin ako dati, pinaayos ko lang sa ensurance agent. Matagal din bago na release yung corrected OR/CR. Siguro inabot din one month. Di ko na maala at matagal na rin.

Hinde timely na naisabay ko sa registration last February. Still up to now nga di ko pa din nakukuha yung sticker.
