YES. If you renewed your license in the April-August 2023 time period you can claim the plastic card now.

"Meanwhile, the LTO said that for driver’s licenses that have expiration dates from April 1 to August 31, 2023, and April 1 to April 30, 2024, they are scheduled to renew their licenses from April 15 to April 30, 2024."

My understanding is kung April renewal siya, makukuha niya agad.

what did the branch office say, when the nephew can come back to claim the plastic card?

when i renewed my DL a few months ago, i got my plastic card immediately, as in, within the hour, even as the media were saying there is a shortage of plastic cards.
apparently, the "shortage" might not be universal.

    that may be, but

we all got plastic, young and old.
we asked the lto guy, "papel ba po, o plastic?"
    "plastic po. marami kami."

my son also got plastic, when he went to another lto branch at about the same week that i went to mine.

i suppose, "some are luckier than others."
