    As a rule commemorative plates does not exempt you from the UVVRP (coding)...nakakalusot ka lamang dahil sa harap ito nakalagay pero ang likod mo exposed pa din sa mga enforcers...tsambahan na lang kun ma sita ka man o hindi....ingat lamang sa mga plates na iyan dahil hindi lahat ay legal at pwedeng ka mahuli.

    I got the hard copy, basahin niyo kasi pinagpaguran ko type kahit mahaba para lang sanyo! Print niyo na din para incase panakot na din sakanila. hehehe!

    The usual lines of argument of there rogue cops and traffic aids are:
    1. These Authorized Commemorative Plates are merely for "decorative" purposes.
    2. These Authorized Commemorative Plates are to be placed above the LTO issued regular plates. They will even use your LTO-approved Commemorative Plates Certification of Authorization (CA) to show you that word "on top of" and argue that it means above - using their false understanding and interpretation of the English words "on top of" or "above".
    3. These Authorized Commemorative Plates do not enjoy Coding Courtesy or "Exemption" from coding restriction.

    If or when apprehended, please be advised to do the following
    1.Point out the fact that any plates that are for decorative purposes or "for display only" do not need to have an expiry date as in the case of the Authorized Commemorative Plates as can be seen on the windshield Sticker that should be attached to the windshield.
    2.Explain that the word "on top of" means to placing the Commemorative Plate literally on top of, or, over; thus, covering the regular plate. While the word "Above" refers to the space few inches "above" the regular plate, thus not covering it
    3.Inform the traffic enforcer the Coding Courtesy is the reason why these Commemorative Plates are issued for a fee with an expiry date, usually one to two years from issuance. This is also the reason why the Commemorative Plate cannot be transferred from one vehicle to another, but only to the vehicle to which the plate, with windshield sticker, is issued.
    4.Remind the apprehending traffic enforcer that this is authorized under Presidential Memorandun Order No. 405 and was agreed upon the between LTO and the Organizer and the LGUs as stipulated in the LTO Memorandum dated November 6, 1996 and October 6, 1997.

    If the apprehending traffic officer proves to be insistent, stubborn and adamant at issuing the Traffic Citation Ticket (TCT), you are advised to refrain from engaging in a lengthy and futile argument. The motive for harassment or ignorance of the policy of the agency the apprehending personnel represent is apparent. Please do the following:

    1. Get the Traffic Citation Ticket (TCT) specifying the violation despite the Authorized Commemorative Plate used and proper Certificate of Authorization (CA) and windshield sticker with Expiry Date on the windshield shown. (Be sure TCT mentions the presence of the Authorized Commemoratove Plates, the Certification of Authorizetion (CA) and the Windshield Sticker)
    2. Ensure the name of apprehending personnel on the TCT match the name on the patch of the Apprehending Personnel. You have the right to demand the proper identity of the apprehending personnel.
    3. List down the Batch Number of the Apprehending personnel. Assert your right as the citizen being apprehended.

    Our office will do the following
    1. Reimburse you for the penalty upon presentation of the TCT.
    2.Our office shall retain the TCT presented as evidence of harassment by rogue or ignorant traffic enforcers
    3. Submit the name and batch number (as well as the place of incident) of the apprehending officer for proper action.
    4. We have been assured that appropriate disciplinary action shall be taken against these personnel so reported.

    We test that these guidlines will assure you of your rights as patrons of proper causes through the sponsorship of various programs with the acquisition of the Authorized Commemorative Plates. Happy motoring!

    Magkano yung mga commemorative plate ngayon at saan pwede bumili? Ano requirements para magpagawa? Xerox lang ba ng OR/CR?

    SAYING that that no one is above the law, top Mamang Pulis Director General Avelino I. Razon, Jr. yesterday urged the public to report law enforcers who are traffic law violators themselves.

    ?We have a strict no plate, no travel policy and no one is exempted here. I also don?t need to emphasize anew the importance of wearing a helmet for one?s safety,? said Razon, a certified ?Rider? of the Philippine National Police Traffic Management Group said.

    The PNP chief issued the statement in the wake of reports that some policemen are violating the ?no plate, no travel? policy. There are also reports on uniformed officers or policemen in civilian clothes driving motorcycles sporting the improvised license plate ?PULIS? or ?SWAT? or vehicles without license plates or expired regular Land Transportation Office plates and commemorative plates in gross violation of the Land Transportation Code.

    Razon ordered the apprehension of motorcycle riders including policemen and other law enforcers who are driving without helmets and those violating the ?no plate, no travel? policy particularly inside PNP camps.

    First violation of the helmet policy automatically means a P250 fine. Repeat offenders can have their driver?s licenses confiscated and eventually revoked.

    He said checkpoints and chokepoints in Metro Manila and different parts of the country have been established to accost violators of the ?no plate, no travel? policy and also to intercept motorcycle-riding criminals who are known for attacking targets even in broad daylight.

    Razon ordered the massive crackdown on motorcycle-riding thieves in the wake of several incidents where these armed robbers have defied the police and staged daring robberies in the heart of the metropolis and other urban areas of the country.

    The Police Anti-Crime and Emergency Response earlier proposed a new law which will compel vehicle manufacturers and owners to permanently rivet the LTO license plates on their vehicles saying it will prevent criminals from illegally transferring car plates to their getaway vehicles.

    PACER chief Senior Supt. Leonardo A. Espina said the proposal, once enacted into law, will be a major factor in stopping all forms of crimes being committed with the use of vehicles.

    ?The convenience of exchanging or tampering car license plates has worked to the advantage of criminal syndicates and even emboldened them to pursue criminal activities because of lesser chances of being identified and caught, thus, we are proposing the permanent riveting of license plates on vehicles to prevent illegal transfer of LTO plates especially by kidnapping gangs and other criminal syndicates,? said Espina.

    He said records show that of 83 motor vehicles used in kidnappings-for-ransom, 30 have no license plates, 45 had no records at all while eight had fake or tampered plates.

    There was also a previous police proposal that would require vehicle manufacturers in the country to put the plate, engine and chassis numbers of a vehicle in a non-removable aluminum plate at the front windshield of the motor vehicle. Such proposal would prevent law offenders from replacing the vehicle?s numbers and make it easy for law enforcers to spot discrepancies in the vehicle.

    Sir Jake tanong ko lang kung lalabas pa ba yon commemorative plate ng house of representatives 100th assembly

    Regarding naman sa PNPA Comm. plate hanggang kelan ang validity nun plate and how much, TIA sir jake.
