Can i use my car while car registration is on process

Hi Guys,
Can i use my car while car registration is on process. This Thursday Sep 30, 2010 lang na process sabi sa monday pa marerelease OR CR at sticker. Need advice kung pede idrive sa kalsada na hindi huhulihin.

Kung wala pang conduction sticker siguradong huhulihin ka

how much ba penalty pag nahuli na wla sticker. nparehistro ko na naman eh indi pa nga lang narerelease ng lto. Dapat ba wag ko muna gamitin hanggat wla pa sticker???

medyo gray area kasi tong situation... normally kasi dapat isang araw lang ang registration... within the day narerelease na dapat OR and stickers...
wala rin pinanghahawakan na document ang car owner na naparehistro na niya kotse besides yung OR and stickers/pending its release...
wala bang provisional receipt/document na iniissue yung lto branch na nagparehistrohan nyo sir? para at least may patunay ka na nakapagparehistro ka.

with my experienced this year, i was able to drive my car with just the conduction sticker and sales invoice good for many weeks.

My plates took more than 5 months.
