    That's just it.

Driving a PUV, whether its a jeep, bus, truck, fx, tricycle or what have you is NOT A RIGHT. This holds true whether or not you graduated from high school or obtained a PhD from Harvard.

Its about time the government starts to impose stricter standards for public utility drivers to whom the riding public entrusts their safety everyday. Dapat nga, pati sa operators, much stricter like having them post a cash bond to answer for damage to property or injury to persons since their drivers flee the scene of accidents they cause.

Then they would have to find another source of livelihood. Far too many people become public drivers for the wrong reasons, and we see the consequences every day. It's bad enough that more people are finding it increasingly difficult to commute with rising fares; add too many drivers jockeying for fewer passengers and racing to meet their daily quota, this adds up to a recipe for disaster.

It's not just the educational attainment per se; to be a driver by trade means to put people's lives in one's hands constantly in the course of making a living. It requires an understanding of and adherence to traffic laws and regulations, and the discipline you get from school helps ensure that these are met.

May nakabangga sa aking jeepney driver March last year, luckily I was insured, at nakapagbigay kami ng statements namin sa police station.

i do not think that is constitutional because it is DISCRIMINATORY.

come on guys, we all agree that there are bad drivers on the road. in fact, very bad drivers. but that does not mean those bad drivers are unschooled. i will not be surprised to find out that the very worst drivers are probably those with high eduction, those lawyers and phd holders who think they are above the rest and use their sirens and bodyguards to shove you off the streets when they pass by.

it is not right to discriminate. this thing is discrimination, period. you can not discriminate against anyone because of his skin color, his religion, his political leanings, his ***ual orientation, his education, etcetera. if a man who can simply show to the comelec that he can sign his name can run for president of this country surely he can also acquire a driver's license.

the answer is not barring those who are perceived to be lacking of education. rather, it is educating those who think they know enough. that includes all of us.

    I beg to differ.

By its very nature, a franchise granted by the government, so long as its for a public utility is VERY DISCRIMINATORY. Why? The operator of the public service has to prove the he/she has the finacial, technical and legal capacity to operate and maintain such service. In short, the operator has to prove that he/she has all these qualifications before even being given a provisional authority to operate.

This should be more so with the persons who actually operate these vehicles.

DISCRIMINATORY? Yes. Unhumanitarian? Arguably. Unconstitutional? Hell no.

We've all heard this before. "Kabuhayan lang nila ang pagmamaneho". If that were the
only reason why people should be granted a pro license, our public transport system will never develop any higher than it is now which is unsafe, unsanitary and un-professional.

Technically, tama si Yebo. Discriminating yan. But, para sa akin, tama rin na magkaroon ng additional requirement in the application of driver's license. Marami kasi ang gustong maging PUV driver nalang, and most of which e mga hindi nagaral or hindi nakapagtapos.

The entire process of obtaining a driver's license SHOULD be discriminatory, which is why tests (physical, visual acuity, drug use among others) are administered to determine one's competence in taking to the road.

A driver's license is not a right given to an individual just by virtue of being born, like housing, education and suffrage; posing a danger to yourself, your passengers, pedestrians and fellow motorists on the road is no joke.
