    definitely bawal.
    "... sustained red lights..."

bawal din dapat yung blacked lights.
the manufacturer spends huge amounts of money to make their lights visible, and here comes the car aficionado, blacking them out.

Ah, but there's a loophole... the RA said:

Every motor vehicle shall be equipped at the rear with at least one lamp which shall throw a sustained bright red light...
It didn't say that you're not allowed to have another brake light (or the 3rd brake light) that can blink. It just said that you'll need a non-zero solid red light while the brakes are applied.

And there are at least two types....

Blinking continuously while the brakes are applied, or blinking a few times then goes solid red, while the brakes are applied.

    - Playing Devil's advocate. lol

    may pinpapayaman ang LTO:

    LTO-deputized private firms to make P15 billion annually ? Recto | Philstar.com

Recto warned that the Motor Vehicle Inspection System (MVIS) creates an P8-billion annual industry for private inspection firms, while mandatory enrollment in driving schools has the potential of earning P7.5 billion a year for their owners.
Recto filed Senate Resolution 638 that seeks to suspend the operation of private Motor Vehicle Inspection Centers nationwide until comprehensive public consultation has been conducted.
