    Did the old Vios get that kind of fuel consumption rate before? I think there should be no huge discrepancies bet. the new Vios and old Vios since they still share the same 1NZ-FE (1.3li) and 2NZ-FE (1.5li) engines, as well as the same 5 speed manual transmission and 4 speed ECT automatic transmission. And since the new Vios is bigger in every dimension (and therefore might have a heavier body than the old one) then it should actually consume more fuel, if all these things are factored in.

    I haven't heard of it happening, but it's possible that the 1.3 MT did. That's why Toyota isn't keen on changing the engine, as it's still very good compared to the competition... actually, considering only Honda has a subcompact with a gasoline engine this good (let's face it, as much as I like the Rio, that engine is no match for these two), it's still sharing that number one spot with Honda.
