Well, if we speak F1, Toyota is a team based in Germany, not Japan.
In NASCAR though, will they have to build low-tech engines, or can they use much more advanced technology?

Nope. The engines are boxed. All Nascar competitors use engines built on the same templates. The bodies also have to match basic shape templates (that's why they all look the same). Can't develop suspension, either, as everyone uses the same hardware, live axles in the rear.
That's NASCAR. Pagalinggan na lang sa tuning at sa driver. In fact, they don't even need manufacturers, as it's more of a driver's contest.

Ako dati hindi ko gusto masyado ang NASCAR pero ngayon may Toyota na yes NASCAR na ako..hehe.

Di ako sure. May supplier yung engine yata. Yung suspension, may specs na sinusundan lang naman.
If you look at the underside of a NASCAR racer, it looks so crude. They did a comparo before, and a stock Viper GTS has better acceleration, better handling and more lateral grip. But if you try to race on a NASCAR oval with a stock Viper, you'd wear out its tires and suspension very quickly.
