Test mo sa TPLEX or kung sa SCTEX, doon sa papunta Subic. I would think the new Fort can go that speed (180 kmh) but pushing to 200 may be a stretch.
Yung mga older Fort, medyo bitin eh. I once passed a speeding Fort and Innova (older models) in SCTEX. They were slugging it out around 140 to 150 kmh. I guess they were surprised to see a small hatchback (Fiesta) breezed past them with ease at around 160kmh.

Sadly, most common turbo diesels are still not as good in terms of acceleration against gas-powered vehicles. The European turbo diesels are good though.
As to testing the top speed of their vehicles, I know of only of a few who will do it and most of them are here in Tsikot. Hehehe

as above, if you want to go OEM-style, get a "spare tyre lock". but i use an ordinary cheap...
