There are three possible problem areas here.
1. The brake pedal mechanism itself.
2. The park brake cable system.
3. The rear brake caliper.
The park brake cable would need to be disengaged and then the above parts could be isolated and tested separately for free movement. The cable is a very common thing to seize up from rust or wear. The rear calipers use a integral park brake actuator and they're prone to seizing also. The actual brake pedal mechanism rarely seizes but it's possible.

Have you done any service in your brake lately?
It sounds like you have power brakes, that might be the cause of it. When the engine is off, the power brakes are not power-assisted. Engine on, power assisted, so it takes less effort to push the pedal. If you have any doubts, take the car to a tire and brake shop and have them do a quick bleed job. Seem's like it still has an air pocket in it.try bleeding it again it's usually pretty inexpensive, and they have the equipment to do it reliably, quickly, and easily.

As long as di naninikit ang pads, no problem dyan.
