I'd choose option 3 but might change the processor to 3600 instead, but that's just me trying to save.
But for gaming Intel still is the king, so for your purpose option 2 with the 9700k might be a better option if you will not use it for anything else much.
Get the 2080 Super na nga for bang for buck, I can vouch for Palit for its reliability (although I have only 1070). The 3 series Nvidia graphics might come by H2 of 2020 so a cheaper and reliable 2080 series like the Palit i mentioned (they have 38k in Dynaquest) might make sense in case you get the itch to get the latest and greatest next year.
For brand new, Dynaquestpc prices are the most competitive that i know of. You can check tipidpc(.)com for prices of brand new and pre-owned parts as well but some of those are from dynaquest. Also, they can build your pc in store for 200 petot.
The downside of their store is stock availability, more times than not the parts I chose for my build are out of stock, so you need to call (or text, they reply once in a while) or give them a visit. Customer service is also not great, but that is because staff is lacking.
It keeps crashing to desktop on my asus predator core i7 gtx 1080 laptop. Cant get it to play for more than 5 mins...
On the MSI GS65 Slim 8R gtx 1070 max Q laptop it plays well naman but have to tone down the settings a bit vs the Predator.
Latest windows updates, nvidia drivers installed.

16GB RAM is enough for games, unless you also edit videos ... You can always add more later ...
With regards to power supply ... if you can afford a Platinum then get it ... higher end power supplies consume less power ... minimum would be Gold+ ...
Samsung Evo Plus 500GB is good ... Operating System files eventually get larger ... Well, you could get 250GB now and just upgrade after a few years ...
Consider the RX 5700XT also ...

I finished the vanilla STALKER: Shadow of Chernobyl only once because it had a number of irritating bugs and crap code. But, the ZRP mod fixed most of them while retaining the vanilla gameplay.
I pretty much know what stuff I needed to do and get. So, finishing the game this time was a breeze. Looking at my good armor and plentiful ammo situation, I was set to finish the game in style and I did.
The end game is at that far portal.
ZRP also has free-explore like the Complete Mod. But, instead of teleporting my character to Cordon, I had to retrace my steps and deal with the mess I left behind.
