Wasn't that a selling point for smartphones way back? When LTE towers started to pop up in Metro Manila, everybody was stumbling to buy a 4G/LTE phone.

I know I did. During the switch to 4G/LTE, I ditched my HTC Desire Z (3G) and ponied up for a Sony Xperia Z (4G).
For the major areas and cities yes. But for the rest they will wait for midrange smartphones with 5G before rolling out to those areas. Even now may mga municipalities pa nga na walang LTE eh. 3G plus pa rin.

I doubt that they will wait. It's just good business sense to prioritize.... densely populated cities and areas first and fan out to remote and rural areas. As a result, as of late 2018, Globe claims that nearly 95% of their cell sites nationwide are 4G/LTE.

For the most part, the delays may also be due to permits being stonewalled or falling into the cracks of bureaucracy and red tape. Not the least reason of which are the NPA or some other factions still demanding revolutionary tax for businesses (or cell towers) if it's within the territories they have control over.
