    City official points to defective transformer as cause of hotel fire

    The quality of the transformer installed by the Manila Electric Co. (Meralco) at the City State hotel branch in Quiapo, Manila that was hit by fire last May 14 was allegedly inferior thus, could not protect against internal flash-over.

    This was the gist of the investigation report submitted by Chief City Electrician Ernesto Cuyugan to Manila Mayor Joselito Atienza which is expected to further boost the case being readied by the management of the City State hotel.

    Management of City State is seeking P150 million in damages against the power firm (Meralco). Cuyugan also pointed out in his report that the fire was primarily caused by an internal fault in the transformer because of its high primary current and cannot be a short circuit on the external side since the primary high current passes through the whole transformer.

    "The medium used is R-Tempo which is considered a less flammable liquid conductor, but it won't protect against internal flash-over. Moreover, transformer internal testing is for safe energization only and not long term safety" Cuyugan emphasized in the report.

    "To summarize, the culprit that caused the explosion is within the internal fault of the transformer as shown on the actual physical damage of the building" Cuyugan said.

    At least three persons were injured while scores of nearby establishments were burned down because of the fire that occurred barely a day after Meralco technicians installed the 800,000-watt transformer in the newly-built hotel. This development as arson probers said they are investigating reports the transformer installed by Meralco at the hotel could have been initially offered by Meralco to the Light Rail Transit but may have been rejected. Supt. Pablito Cordeta, Manila's Chief Fire Marshall also said their investigation points to the defective transformer as the main culprit in the fire incident.

    if meralco actually has to pay it out, consumers will be lucky if they will only have to shoulder the 150M.
