By default though, your board will run it at the highest speed it can. So even if it's a 1866 MHz stick, it will run at 1333 MHz by default.
Are you sure that the RAM is defective? Try other RAM slots, and make sure that your case/board isn't grounded.
Also try running your board without RAM. It should have multiple beeps to signify a "No Memory" error. Afterwards, try reseating your RAM. If it really doesn't run, that's when you try a different stick of RAM.
