    you can assign the background colors (and font colors) yourself in both IE and Firefox.

    In Firefox, just go to Tools>Options>Content>Colors then choose your font and background color and uncheck the "allow pages to use their own colors"

    In IE, go to Tools>Internet Options>General>Colors and uncheck "Use Windows Colors" and assign your preferred colors. after that go to Tools>Internet Options>General>Accessibility and check "Ignore colors on specified web pages"

    Be forewarned, however, that some sites would not look good with your preferred settings (though Google would, in this case, be usable with a black background)

    ...works on CRT/plasma monitors.... but not for LCD monitors...
