Boybi - SHSH blob is like a unique identifies on every iDevices. It's also allows you to downgrade once you saved it thru Cydia or Locally on computer.

Try to download and run Tinyumbrella. It's an app to save your SHSH blob.

Just spoke with Globe Tech Support. Personal Hotspot also works for iPhone 3GS w/ ios4.3. You just have to jump through a lot of hoops to get it working.

If it's missing from your network settings, you have to make sure that the APN is correctly inputted (internet.globe.com.ph), 3G is on, cellular data is on. Then go to Settings > General > Reset > Reset Network Settings. [This will erase all saved wifi passwords you may have accumulated over the life of your iphone!] After the reboot, you should see the personal hotspot option in Network Settings. However, turning off Cellular Data or changing the APN will once again hide the personal hotspot option.
