I received this message and I think it has something to do with your post:

Starting Oct 6, 2019, all 7-digit landline numbers w/ area code 02 will become 8 digits. To call PLDT customers, just add 8 before the existing landline number.

This is in compliance with the directive of the National Telecommunications Commission. For more details, please visit Update to 8 | PLDT Support

you can export it as CSV, open it in EXCEL then add 8 in front..

Globe Land Lines adds "7" in front.

I don't see the logic. Why just "add 8". So every 02-xxxxxxx becomes 02-8xxxxxxx? So ano additional phone lines mo dun when there are the same 9,999,999 numbers in xxxxxxx and 8xxxxxxx.

For one, PLDT and Globe can use the same last 7 digits and still maintain uniqueness, doubling the nationwide dial-plan capacity.

    Ex.

If your old number is PLDT 02-344-9898, that same 7 digits can be assigned to a second (or even more) telcos:

    PLDT: 02-8344-9898
    Globe: 02-7344-9898
    Hypothetical 3rd Telco: 02-6344-9898

Theoretically, with 7 digits, phone numbers would be from 1,000,000 to 9,999,999 or 9,000,000 lines

With 8 digits,- 8 being the most significant digit,- for Globe alone- phone numbers would be from 80,000,000 to 89,999,999 or 10,000,000 lines

So, you add 1,000,000 lines to each of PLDT(8), Globe(7) etc.

Anybody from the phone companies here?

For now, you can still do trial and error using 7 or 8 to call landlines. Chances are, if it's a PLDT number, mistakenly using the 7 prefix would only result in a "Not yet in service" prompt.

But eventually, I foresee a lot of "Sorry po, wrong number..." in the coming months once the telcos starts adopting the freed-up identical 7-digit numbers into their own dial-plan.

Pano ba to lahat ng 02 essentially magiging 028? Regardless kng pldt or globe? O may chance na pag pldt 8 pag globe 7? If yes what we need to know is anong digit nag start sa globe at anong digit (fr the orig 7 digit number) ang sa pldt

Actually, the question I think was, how do you assign the correct telco identifier for a certain 3-digit prefix in an efficient manner.

As an example, if you have a phone number in your phonebook that starts with 02-278-xxxx. How do you know for certain if you need to put an 8, 7, 6, 5, or 3 before the 3-digit prefix?

In the example above, it's easy enough to determine that 02-278-xxxx belongs to PLDT (267 to 299 range), so the new number will then be 02-8-278-xxxx.

But there lies the rub.... how do you do this automatically on hundreds of contacts.... without error?

Globe has kindly provided the table below (the link provided by wowiesy) for guidance. But it doesn't change the fact that without a tool or app of some kind, this has to be done manually for each of your landline contacts.

Having an Android or iOS app that can do that is not too far fetched. It just needs to have the proper permission to read and modify contacts.
