Did the military maltreat captured MNLF members?

The military denied some soldiers beat and maltreated captured members of the Moro National Liberation Front (MNLF) who were involved in the conflict in Zamboanga City.
"There is no truth to that... we don't tolerate those things," Lt. Col. Ramon Zagala, chief of the Armed Forces of the PHilippines (AFP) Public Affairs Office, said in an interview with ANC.
To the contrary, Zagala said that after the MNLF fighters were captured or surrendered were fed, given water and treated for their wounds before they were turned over to the Philippine National Police (PNP).
But Zagala admitted that the MNLF members were restrained so they can be "subdued."
"Of course they had to restrained, they had to be restrained, put down initially because of the tenacity of the firefight. We don't know what type of people they are because of the violence they brought to the city of Zamboanga. We had to be sure that they would be able to subdue them," he explained.
Zagala stressed that "there is a diff between subduing them and beating them up."
He said that if there are any complaints filed by the MNLF fighters, the military is willing to submit the soldiers for investigation.
"There should be due process on the part of the solider...I believe there is a law that for maltreatment then we will follow that. The PNP will lead the investigation. We will allow our soldiers to submit to that. For sure, this is something we tolerate and it is not practiced."
Video footage of the captured MNLF fighters show they bore wounds in different parts of the body. But it is unclear if these were sustained during the fighting or after they surrendered.
Commission on Human Rights (CHR) Commissioner Jose Manuel Mamauag confirmed that some MNLF fighters did complain they were beaten by soldiers.
"Sinasabi nila at time of (their) actual arrest, they were hit...and assaulted by military troops. Binugbog sila, sinuntok," Mamauag told ANC. He said their team in Zamboanga City interviewed some of the MNLF rebels.
The CHR earlier said both the AFP and the MNLF were guilty of violating human rights, the MNLF for using civilians as human shields and the AFP shooting indiscriminately without regard to hitting civilians.
The MNLF members underwent processing on Thursday, meaning police took their fingerprints and mugshots. They also underwent paraffin tests.
Mamauag said some 159 MNLF fighters are now detained at the San Ramon Prison and Penal Farm in Zamboanga City.Last edited by falken; September 28th, 2013 at 09:02 PM.

Identification cards belonging to an aide of Moro National Liberation Front founding chairman Nur Misuari have been found on one of the slain followers of Misuari in Zamboanga City, the Armed Forces of the Philippines said Sunday morning.
But AFP public affairs office deputy head Maj. Angelo Guzman said they are still double-checking if the body where the IDs were found is indeed that of MNLF Commander Habier Malik.
But still, Guzman said there were "similarities" between the body and their previous records of Malik, one of the commanders of MNLF forces involved in Zamboanga City clashes for 20 days.
"IDs belonging to Malik found in one killed Nur fighter in Zamboanga (but) is not a guarantee that he is Malik, though they have similarities," Guzman said in a post on his Twitter account.
As for Misuari, Zagala said their information indicates he is still in Sulu, but declined to elaborate.
He also said they are monitoring developments on Misuari.
Misuari's followers had engaged government forces in armed confrontations starting Sept. 9, when they took civilians as hostages.
But government forces managed to retake the MNLF-controlled areas. On Saturday, Defense Secretary Voltaire Gazmin said the crisis is over, but clearing operations continue to ensure no more MNLF rebel would be left roaming the city. — LBG, GMA News
