MANILA, Philippines—The Quezon City barangay (village) officials who will allow squatters to build new colonies in their community faces prosecution, according to the city’s top executive.
Mayor Herbert Bautista issued the warning in a statement, to express his seriousness about ending squatting and signal to village officials he would take concrete steps to stop illegal settlements in the city.
“We will not hesitate to prosecute local officials who fail to curtail the proliferation and further increase of informal settlements in their respective areas,” Bautista said.
Bautista said that makeshift dwellings on waterways and along riverbanks contributed to the flooding, which contaminated water.
He added that apart from a case to be filed in court, the barangay officials would be removed from their position through a memorandum issued by the Department of Interior and Local Government, MC-2011-017.
He further said local government officials had been armed by the DILG circular to suspend erring village officials.
“We have been given the teeth to discipline, suspend and remove officials by the DILG,’’ Bautista said.
He said that the influx of informal settlers in Quezon City would also add to the problems of the city government.
Bautista said that allowing migrants from the provinces to build their shanties along waterways would expose them to dirty surroundings, with more poor children getting sick, with more indigent families dying from flood-causing mudslides and collapsing structures, and would amount to creating more problems for the city government.
The city government, he said, had already resettled more than 232,000 families since 2010.

When it comes to squatters, developers always decide based on whether it is less expensive to file a case to evict these squatters or just pay them off with money or other considerations.
Siguro, the developer for your project decided it would be more expedient to just give these squatters a place to live. He'll just recover the cost from the selling price of whatever you guys are building. Who knows? Baka magka-incentive pa siya for providing low-cost housing.

Hehe... di naman. We're doing a medium rise condo project. The property we're evaluating has a squatter problem so either we:
1. Burn them down to the ground and poison all that's left (which we can't do of course... nice, evil thought though).... maganda din sana yung mga idea ni Jansky.
2. Build a resettlement on another property as part of our negotiations with the landowner to help them get rid of the headache (which as mentioned is considered in overall pricing). The government also plays a hand in this.
Thus at the end of the day... marami pa rin ang na-hassle because of these informal settlers.
On a side note, the barangay kagawad in that area is also a representative/official of the squatters organization.

I just got into the real estate sector fairly recently as I used to be with corporate banking. Pag bumagsak ang property sector, sabay din tayo mag cheers. Tapos takbo na tayo ng Gov't position at mag coddle ng mga squatters para yumaman. Hehehe.

'Bistek' to sign QC socialized housing ordinance
QUEZON CITY, Philippines - Quezon City's Socialized Housing Tax Ordinance (SHTO) has passed third and final reading in the city council on Monday.
Mayor Herbert Bautista is expected to sign the new ordinance on Tuesday, and it will be fully implemented by January of 2012.
In a press conference Monday morning, city councilors led by Vice-Mayor Joy Belmonte defended the SHTO, which will impose an additional 0.5% tax on land owners in quezon city.
Only homeowners with city-assesed real property values exceeding P100,000 will be covered by the new tax.
Belmonte said the ordinance is just and necessary to give informal settler families a better quality of life, which in turn will spur further development in the city.
"We are appealing to the compassion of our homeowners na sana magbigay tayo ng konti para ang ating mga kapatid na hindi nagkakaroon ng oportunidad na magkaroon ng disenteng tahanan, na magkaroon din ng pagkakataong ito," said Belmonte.
The city council said that the new tax will only be implemented for 5 years. Those who will pay religiously will be given a staggered tax rebate starting on the sixth year.
However, many home owners in Quezon City are not convinced.
They insist that there is no reason to burden the public with new taxes, since the local government can get the money for the project elsewhere, like securing loans from banks.
Jordan Tolentino, president of the Alliance of Quezon City Homeowners Associations Incorporated (AQCHAI), said their protests will continue.
"Iniisip namin magsimula ng people's initiative, kung saan yung mga members namin at yung mga taxpayers na gustong sumuporta, papapirmahin namin sa manifesto para mapressure yung lokal na pamahalaan na wag ipatupad yung ordinansa kahit napirmahan na ito ng mayor," said Tolentino.
The group also plans to challenge the ordinance in court.

Just our luck to have an idiot for a mayor, and an even bigger idiot for a vice-mayor!
"We're just borrowing the money? " Taena, wala ngang kalaban-laban mga property owners sa mga squatter na yan tapos sila pa ang hinuthutan ninyo? :massmoon: Buti kung merong interest yang "borrowing" na yan!
Somebody please vote them out of office come 2013!

QC property owners are being ROBBED BLIND by their very own elected representatives.
Sheesh! Maglabas nalang si Bistek ng pera nya pampagawa ng lintek na mga squatter condos niya!
Buhay na buhay ang BGC this evening. Bukas halos lahat ng restaurants. Sabi pa nung isang cashier...
