the farmer beneficiaries cannot by law sell nor mortgage the lands awarded to them within the prescriptive period of 10 years from the time it was awarded to them. so, in order to make agrarian reform to work, the government should support the farmers by providing capital to make their respective land productive. likewise, support does not only mean providing capital but also technology transfer by mobilizing farm technicians, who will train and guide the beneficiaries on scientific farming and other agricultural pursuits. In Taiwan, agrarian reform was successful because of government support from providing land, capital and assistance in harvesting and marketing of their produce. But, it's easier said than done, it still boils down to individual discipline and genuine government intervention to make land reform really work. hope springs eternal!

walang available irrigation sa hda luisita. deep well ang kailangan. pessimistic ako sa success ng tatanggap ng lupa. unless na tubo (sugarcane) ang itatanim sa panahon ng tagulan.
lalong liliit pa ang hatian kasi walang access roads.

mayroon talagang mga plantasyon ng tubo na walang azukarera. binabayaran sila sa na aning tubo. may bayad din ang trucking. manual labor ang pag gapas at pagsalansan sa truck.

November 28th, 2011 05:25 AM #20Haceienda Luisita is a small piece of land compared to the haciendas that the self-confessed 'Jose Pidal' Iggy Arroyo has in Negros province. Remember how he tried to defend his brother Mike Arroyo in the helicopter sale scandal? If the SC is really sincere in agrarian land reform, they should also distribute Jose Pidal's vast lands to the real farmers and all other haciendas all over the country on a 'just compensation'. If the SC is only after the Hacienda Luisita land distribution, then it is very obvious that they are under the power of the persons who appointed them --->>> pandak....and it will become obvious that they wanted only to get back at PNoy.
on the success of land reform on HC or any other land distribution program...only those who knew the word 'economies of scale' will survive. sad to say only few farmers knew about it. coming from the families of farmers...i'm willing to bet that only a few farmers from HC will succeed if the lands are distributed....without a hard work from themselves and an infrastructure support from the banks or cooperatives and the government i can already see a big failure.
