    afaik, someone benefited from owwa funds during the last may 2004 election. guess who? just like the funds in SSS and GSIS, the OWWA funds was used during the election campaign. TY nalang sa mga OWWA members for the 'generousity'.

    eto, excerpt from today's PDI:

    Maita Santiago, secretary general of Migrante, said migrant workers' contributions were diverted to fund projects designed to boost Ms Arroyo's popularity.

    In a digital presentation, Santiago said the government earned P1,237,004,100 from the Welfare Fund Contribution and P830,229,200 from the Medicare Fund contributions of overseas Filipino workers in 2003.

    The money was diverted for purposes such as the alleged "massive evacuation" of OFWs from Iraq and the "Classroom Galing sa Mamamayang Pilipino sa Abroad, or CGMA," she said.

    Citing documents, Santiago also said that P530,382,446 was diverted from the Overseas Workers Welfare Administration's Medicare Fund to the PhilHealth Fund on Feb. 2, 2004.

    matutuwa na naman ang mga kurakot nito...meron na namang malaking budget para paghahatian nila. onli en da philippines...a budget to fight corruption will become a budget for corrupt people.

    Another billion pesos ordered released to fight graft

    THREE days after ordering the release of one billion pesos in a bid to stamp out the communist insurgency, President Gloria Macapagal Arroyo on Monday again ordered the release of another billion pesos, this time to wage an “all out war against graft.”

    "This morning I instructed (Budget) Secretary (Rolando) Andaya to allocate a counterpart of one billion pesos for an all out war against graft and corruption with the Presidential Anti Graft Commission (PAGC) at the helm of the executive efforts cooperating with the constitutionally independent Ombudsman," Arroyo said in her opening statement at the revenue command conference in Malacañang.

    "This command conference comes in the heels of a recent joint Cabinet and RDC (Regional Development Council) meeting in North Luzon where we instructed the allocation of funds for a strong campaign against the threat posed by the CPP-NPA (Communist Party of the Philippines – New People’s Army),” Arroyo said. “Security and development must be bolstered by a solid fiscal footing if we are to fight terror and poverty."

    "Tough reforms in the economy are now converging with tough decisions in the security field," she added.

    At the Cabinet meeting in Cauayan, Isabela Friday, Arroyo set a one to two-year timetable to wipe out communist rebels in selected critical areas. However, Nationla Security Adviser Norberto Gonzales said Sunday that a more realistic deadline would be two to five years.

    The one billion-peso anti-graft fund will serve as the Philippines' counterpart to 20.6 million dollars made available by the United States under the Millenium Challenge account to help fight corruption.

    In a separate statement, Finance Secretary Margarito Teves said the fund will cover a two-year anti-corruption initiative to provide the Department of Finance and its attached agencies - Bureau of Customs and Bureau of Internal Revenue - more resources to fight corruption.

    PAGC chairperson Constancia De Guzman, on the other hand, said they are drafting the guidelines for how various agencies to be tapped in the anti-corruption campaign will use the fund.

    Other agencies to be involved in the campaign are the Department of Education (DEPED), Commission on Higher Education (CHED), Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA) and the Presidential Commission on Values Formation.

    Arroyo said the project "will develop an effective mechanism for gathering and validating tax collection data and invest in information technology, surveillance tools, and customs tracking system so investigating (is) more thorough and efficient."

    "Another major objective of the grant is to strengthen the Office of the Ombudsman. Part of the US funding will be used to attract more local investigators by providing them with just compensation under an employment contract with well-defined performance indicators," she added.

    direct hit! they will stop stealing our money for the mean time. kalaki kaya nung paghahatian nila. pag naubos na yang binigay na pondo ng U.S. yung binabayad na naman nating buwis aatupagin nila. tan%&^ nyong mga kurakot kayo sarap kayong balatan ng buhay.
