    Fred Lim for not thinking about his actions and inciting the hostage taker. Pareho dapat kaso nyan sa kapatid ni Mendoza.

    Magtibay, for botching the operations, no SOP, no proper equipment, no proper planning, and leaving the scene. Mapride para humingi ng tulong.

    Robredo, for not taking on the responsibility in ensuring everything is being taken care off, he should have called the shots. He has everything in his hands, why isn't he there or even watching the news, LIVE na nga e. Sa Live telecast pa lng malalaman mo na ang mga palpak. Pero walang nangyari. 12 hrs ang hostage taking...in those 12 hrs, ano ginawa mo?

    Noynoy, for placing incompetent personnel in the gov't and inamin nya. Kasalanan nya..who am I so say... "Awww...di mo naman kasalanan."

    ^ there's only one person to blame, and he is the hostage taker. he is the one who killed all those hostages. he is the one who masterminded a plan to kidnap foreigners and to humiliate us in the entire world if we don't go his way.

    too bad he's dead now. we can't blame him nor curse him. but blaming our own only hurts us even more.

    Tulfo blames cops

    Tulfo said he tried to help the police when Mendoza threatened to kill the hostages inside the bus if his brother was not freed. He said he called up Manila Police District (MPD) chief Rodolfo Magtibay twice on the phone but he did not answer.

    He said he could not find chief negotiator Yebra after he left the tactical operations center just 30-50 meters away from the hijacked bus. Yebra had earlier testified that he went to the command post to phone his superiors to give in to the hostage-taker’s demand that he be reinstated in the police force.

    “If he was there at the desk 30 meters away, he could have ran towards the bus and tell Mendoza: ‘Wait, I am the negotiator. I can make the arrest stop,’” he said.

    Tulfo said he informed Senior Superintendent Nelson Yabut about the threat, who then directed him to a certain Colonel Bernal who was the ground commander at that time.

    He said Bernal “dilly-dallied” by going inside a communications van to talk to someone, and that shots were fired right after. Bernal, however, earlier testified that he was not properly informed about the hostage-taker’s demand because he thought Tulfo was still reporting on radio.

    Tulfo said the police did not take him seriously that Mendoza would start killing his hostages.

    “I was not taken seriously. They just dilly-dallied. [Bernal] took his sweet time going into the bus. Parang they don't want to believe that [the hostage-taker] would do that… They were very complacent because the hostage-taker was one of their own and he was cooperative,” said.

    Lim denies ordering Mendoza brod killed

    MANILA, Philippines – Manila Mayor Alfredo Lim denied Friday that he ordered policemen to take the brother of disgraced police officer and hostage-taker Rolando Mendoza to a spot in Tondo where many criminals are said to be summarily killed.

    Lim admitted he had ordered that Senior Police Officer 2 Gregorio Mendoza be brought to Tondo, but clarified he meant a Tondo police station, and not the Tondo area where many criminals believed to have been summarily executed are found.

    He said he will not seek forgiveness for the mishandling of the August 23 hostage-taking, as he clearly ordered that Gregorio be handcuffed, not knowing this had gone to the media.

    Manila police’s Chief Superintendent Rodolfo Magtibay testified before an investigating panel that Lim had ordered Mendoza’s brother restrained and brought to Tondo.

    Magtibay said he did not know why the mayor wanted Gregorio, also of the Manila police, brought to Tondo instead of the Manila Police District headquarters along UN Avenue, which is closer to the scene of the hostage incident at the Quirino Grandstand.

    Justice Secretary Leila de Lima, who heads the Incident Investigation and Review Committee on the hostage crisis, said her panel will also look into persistent information on the hostage-taker’s alleged involvement in the arrest of Lim’s son in 2008. This will be part of the fact-finding body’s determination of reasons for the hostage-taking and events leading to the bungled rescue supervised at the time by the mayor.
