I think not. One of the conditions set forth in his conditional pardon states that he will not have any right to run for any elective public office anymore.

If the person, to whom the conditional pardon has been granted, violates any of the conditions provided in his conditional pardon, he can be sent back to prison, it being punishable under the Revised Penal Code.
