I know the difference between a chapel & a church, but what's so for a minor basilica and a mere basilica ?

Di ba yun na nga yung chapel and church. May be the basilica is Philippine arena while minor basilica is Araneta coliseum while mini basilica is Rizal memorial coliseum.

Afaik, a church should possess a relic of a certain degree in order to be a "basilica"

As for minor/major, when a pope preside a basilica then it is deem as major basilica.. Otherwise it is a minor, and that's what we have here. I think, some parishes just ommit the term "minor". And thats what confuses people, thinking of it as a "major" but definitely Its not about the size of a church.
