I don't know who's floating the idea that Cardinal Tagle has a strong chance of being elected Pope, but you have to remember he is a newly inducted Cardinal and that there are a lot of "probables" among the older ones who have been in the College longer and have "paid their dues", so to speak. As of today, there are around 209 Cardinals, about 118 of whom are under the age of 80 (including Cardinal Tagle).
