    To PNP: Please focus on kidnappings, not toy

    It is amazing how the Philippine National Police (PNP) under Director General Jesus Verzosa can be so concerned with a toy machine gun mounted on a jeep ridden by two opposition leaders, former President Joseph Estrada and Makati City Mayor Jejomar Binay, and still remain unconcerned with the upsurge in kidnap-for-ransom cases.

    Teresita Ang-See of the Citizens’ Action Against Crime and Corruption (CAAC) said there were 17 kidnappings for ransom (KFR) last January, 20 in February, and 12 so far this March. All the victims were released after the payment of ransom. More than P24 million has been paid in ransom.

    * * *

    On the toy machine gun, don’t the police have anything better to do? Don’t they need their men to solve the many crimes that have been mushrooming? Why waste manpower, time and effort on a toy gun? If it were not Estrada and Binay riding on that jeep, would the police have bothered?

    The police always cite the lack of manpower as an excuse for their failure to prevent crimes and solve those already committed. But here they are wasting precious manpower on a toy gun. Is the administration so afraid of Estrada and Binay that it is ready to use martial law tactics to harass them?

    Letter of Instructions (LOI) 1264 that the police say has been violated by the display of the replica gun was a martial law edict issued by President Ferdinand Marcos. Senate President Juan Ponce Enrile, Marcos’ martial law administrator, said the LOI no longer exists. He said it was issued during that time because toy guns were being used to rob people. He said that if the police make a big thing out of it, the PNP would be the laughingstock of the entire nation.

    “If you convict Erap [Estrada] and Binay, how about all the children playing with toy guns?” Enrile asked.

    Shouldn't the PNP concentrate on running after criminals instead of wasting time on such a trivial matter like that?
