Probably hacked or spoofed? Cebuanos usually don't speak in Tagalog.
But yes, if you read some of the accounts, most of those affected were informal settlers who were residing in the waterways. If you take a googlemap look of the area, you'll see that its not that far off from how the situation was in Marikina river where you see the river winding and communities were built on what should have been natural overflow/run-off areas.
Hehe... kasalanan pa rin ni PNoy lahat. Kawawang bata. :D For me, i may criticize him more for certain things like not speeding up justice for the Maguindanao Massacre victims in the same way he jailed pandak, but joining the party ain't one of that.

Samantalang yung sa Japan, may disiplina sa pil ng relief goods. Nung Nubos, simpleng talikod na lang sabay alis at tiis sa ibibigay nung nakakuhang kapitbhay na unang naka-pila.
Nag-improve naman talaga yung waring ng PAGASA kaso yung ibang gamit eh kulang talaga. Ganyan naman sa buong Pilipinas aya hindi mo masisi na ganyan. Hindi malaki pondo kaya unti-unti lang yang improvement. Tsaka yung factors nga na nag-reult ng trahedya na yan eh nagkapatong-patong nga at may squatter problem pa. Mas malaki pananagutan ng Mayor dito IMHO!Fasten your seatbelt! Or else... Driven To Thrill!
