Its not ERA (Explosive Reactive Armor) but spaced/standoff armor. Rather than making an explosion outward to counteract the incoming/exploding RPG, this causes the RPG to detonate prematurely. expending the charge well away from the metal armor resulting in no penetration. Even layered cardboard used by the Marines in their V-300s work.

the last time i checked, the bloodletting is on its third week.

So bloodshed in marawi justifies marial law even if the chief of staff claims the radicals are weak right from the very start of the fighting
