Martial rule is a course of last resort not the other way around. Look at the british govt, they have been attacked on several occasions already and they are still not in the mood to declare martial law. Precisely due to the ramification you mentioned

to the uninitiated, it is so easy to say "failure of intelligence."

information is not intelligence. informations gathered have to go through intelligence cycle to have an actionable intelligence for the policy makers to act on.

even if one already has actionable intelligence, the person behind the door where the buck stops may or may not follow its recommendation to the letter.

case in point: abu musab al-zarkawi, founder of isis.

in 2001, the central intelligence knew the exact location of zarkawi then head of al-qaeda in iraq and syria. it recommended to smoke him to smithereens but a guy named dick cheney got in the way. when zarqawi was killed in 2006, it was already too late. in fact, he was replaced by a more vicious abu bakr al-bagdadi, who appointed himself as the caliph.

Raw information is intelligence because all actionable or verified intelligence began from raw intel
