OB, kaming taga visayas and mindanao, we generally refer to people who speak the same language as bisaya (take note with a B). Be it a cebuano, a boholano, a negrense, or a mindanaon who understands and speaks the bisaya dialect.

Muslim rebel groups in Mindanao were seeking accreditation from ISIS years ago
long story short ISIS made Hapilon emir coz he's the most popular and has a $5M bounty on his head (if you're on the US State Dept's list that means you're a bigshot)
Maute was a competing group so Hapilon promised them high positions which Maute accepted
major requirement for ISIS accreditation is control of territory
so Marawi was prime target
Hapilon/Maute probably came up with the plan to take over Marawi months ago
They were probably already in Marawi weeks ago
Army went to capture Hapilon when learned he's in Marawi
Maute group defended Hapilon (of course)
they also went ahead with their plan to take control of Marawi eventhough it really wasn't time yet
so here we are

*uls – Duterte knew as early as December that Maute will attack and try to claim Marawi as its territory.
And he essentially let them.
It's either he's incompetent like Pnoy and his SAF44 blunder, or he's just wily to have an excuse to declare ML in Mindanao, test people's reaction and AFP's compliance, tweak, then go nationwide.
Opinyon ko lang naman.

academics and other experts were already warning the govt of ISIS years ago but were ignored
looking back (hindsight is 20/20) ISIS is indeed very attractive to Muslim extremists all over the world
the idea of an "Islamic State" ruled with the strictest Sharia law --- every Muslim extremist out there wants in
governments around the world underestimated the influence of ISIS
if you have a Muslim population, within that Muslim population there will definitely be those with extremist views --- those are your potential ISIS recruits/sympathizers
be it in France, or UK, or whatever country

This is why Duterte should tread very very carefully with his peace talks with MI and MNLF. If he botches this one, there will be more Mautes in the Bangsamoro areas and beyond. They are more dangerous than the NPA--which is essentially just criminal gangs now posing as revolutionaries.
At the very least, minimize civilian casualties from air raids and stop joking about Martial Law abuses like rape.
Extremists will never be extinguished. There will always be those in the fringes of society. It's a question of reducing or eliminating their supporters.
