aside from fighting the enemy, the military and pnp have to preseve life and property. and then they need to facilitate evacuation as well as provide security kung san man dalhin ang refugees

yu. kabila maghasik ng lagim, pag pabigat ka like wounded or displaced civilian, puwede ka na lang patsyin. or they use you as hostsge or human shield.

Bro akala ko ba tubong mindanao ka? Di mo alam na may drug summit sa Marawi? San ba kumukuha ng funds ang Maute group? eh di sa kita nila sa bawal na gamot, wala naman ibang source ng income yang mga yan eh maliban sa kita nila sa kidnap for ransom at extortion.
