    what is posted in chanrobles.com are the letters or the contents of the law. It does not tell you how the law should be applied in case an ambiguity exists. WTF lahat naman ng laws may ambiguity.

    It would be best if you go to www.supremecourt.gov.ph or lawphil.net and search for court decisions to see how the highest tribunal explains how the law should be applied.

    Masarap magbasa din diyan. Dito ko rin nalaman na ang MMDA has no discretion to confiscate a motorist's driver license. Driver's license can only be suspended, confiscated or revoked by an authorized body which has the discretion to exercise police power. Under the doctrine of separation of powers the MMDA cannot exercise police power since the agency is an adiminstrative or executive body. Police power can only be exercised by bodies which the legislature delegates to.
