For me, honestly, he is incompetent because he ran for a position in Congress and not thought about how he'd probably do a half-ass job of it due to his boxing career. Being a politician is a full-time job. You can't go missing many months in a year and miss many sessions. You can help your fellowman in many other ways than being in the government.
Either way, even if somebody influenced him, the fact that he was easily affected and/or him basing his decisions on religious belief instead of being impartial to the core, it still reeks of incompetence.

Scripted Pacquiao not ready to rumble over RH bill

(Updated 9:40 p.m.) "I'm ready to rumble!" said the gray-haired, rotund challenger to Manny Pacquiao on the House floor on Wednesday. But the boxing icon and Sarangani rep was apparently the one not ready.
Instead of debating with Albay Rep. Edcel Lagman on the RH bill the latter sponsored, Pacquiao - the new face of the anti-RH camp - read awkwardly from a prepared set of questions and had little to say after Lagman's lengthy responses.
Several times during the interpellation, the Sarangani congressman found himself repeating questions which had already been answered the day before, when the plenary session on the controversial RH bill started.
At one point, Pacquiao asked about exemptions to the mandatory health education classes. "Hindi kaya magkagulo n’yan dahil ‘yung right nila ay masasagasaan?" asked Pacquiao when Lagman said that parents and children had the right to abstain from ***uality and reproductive health classes.
"Sa sinabi mong chaotic situation ay hindi mangyayari ito," said Lagman. "Let's stop these scare tactics."
Absent from his legislative duties for months while he trained for the Mosley fight, Pacquiao in unscripted moments has cited mostly religious arguments, leading to taunts from Sen. Miriam Defensor Santiago.
"I would like to say if this is going to be a debate of biblical quotes, then I will counter with a quote: 'The devil can cite Scripture for its purposes,'" Santiago said.Last edited by Monseratto; May 19th, 2011 at 11:17 AM.

Pacquiao: Jinkee and I fought over RH bill

Sarangani Representative Manny Pacquaio has admitted that his wife Jinkee indeed used contraceptive pills and that they even fought over it.
“Pinagtalunan namin 'yun (We argued over it),” Pacquiao said in a live television interview at Aksyon 41 after his floor debate with Albay Representative Edcel Lagman, the principal author of the controversial Reproductive Health bill.
Pacquiao is a staunch critic of the RH bill, which pushes for responsible parenthood.
The boxing champion said Jinkee took the pills without his knowledge after giving birth to their first child. Pacquiao noted that Jinkee hasn’t taken pills since he told her to stop.
“Itinigil niya hanggang nagkaroon ng dalawa, tatlo, apat, at madadagdagan pa (She stopped and we had two, then three, then four kids, and even more),” Pacquiao added.
Pacquiao has four children: Emmanuel Jr. or "Jimuel", Michael, Princess, and Queen Elizabeth or "Queenie."
In a separate news report, Jinkee admitted taking contraceptive pills without Pacquiao's knowledge.
Pacquiao has been firm on his stand against the RH bill, saying that regulating the population would not defeat poverty and that it poses a great risk of a future lack or workforce in the country.

Exactly! ... Pacquiao can afford to use a gold plated condom if he so chooses but the RH Bill is not meant for people like the Pacman who can afford either to have more kids or to use contraceptives. The RH Bill is for people who are unable to afford proper education, unable to properly choose which is better, unable to prevent to having 10 kids by the age of 30.
