I agree with this, the impeachment court is wasting its time on this non-issue.

The Daily Tribune - Without Fear or Favor

Banal stressed that other people werealso offering information as to the bank accounts of Corona. He said that he did not tell the prosecution team about the information he got until he could verify the information.

Congressman Banal, however, failed to state that he is the brother of Inquirer columnist Conrado Banal lll, and who had written a column that appeared in the Inquirer on Feb. 2, 2012, on the very same theme of the alleged “$700,000” deposit amounting to P30 million which Banal claimed was the talk of the town.

Amado Macasaet of Malaya and Abante, also wrote about the same bank records on or about that time.

For the column to come out on Feb.2, this had to be written on Feb. 1, or a day after Banal’s congressman-brother showed the branch manager the photocopy of the bank record and deposits of the CJ.

In a press conference yesterday, Marikina Rep. Miro Quimbo and Aurora Rep. Sonny Angara said the alleged fake documents are not part of the evidences testified to by bank officials in connection with the P31-million deposits under the account name of the chief justice.

“Fake or genuine, the paper that was goven to us is not our evidence. That was just in support on our documents. The important thing is that the testimony of the bank accounts of CJ asi true,” Angara said.

Quimbo said that the issue of the “fake documents” should be resolved by the National Bureau of Investigation or another government agency which could determine whether the documents are indeed fake or not.

“We need a handwriting expert and NBI here,” Quimbo said.

Angara and Quimbo explained that the issue of the alleged fake documents should not be debated upon in the impeachment court because Corona’s peso accounts are “exempted anyway (from the bank secrecy law).”

Quimbo said that they are now faced with witnesses who are compelled to defend their bank in the face of possible criminal liability for violation of the bank secrecy law.

strict standards on SALNs should be applied to the Chief Justice, citing a 1997 Supreme Court ruling in the case of Delsa Flores, a court interpreter from Davao who was dismissed for erroneously filing her SALN. Flores reportedly did not include her earnings in a market stall in her statement, a violation of Republic Act 6713 or Code of Conduct and Ethical Standards for Public Officials and Employees.

    Rabe vs Flores : P-97-1247 : May 14, 1997 : Per Curiam : En Banc

It is well to stress once again the constitutional declaration that a "(p)ublic office is a public trust. Public officers and employees must at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty and efficiency, act with patriotism and justice, and lead modest lives."12

We have repeatedly held that although every office in the government service is a public trust, no position exacts a greater demand for moral righteousness and uprightness from an individual than in the judiciary. Personnel in the judiciary should conduct themselves in such a manner as to be beyond reproach and suspicion, and free from any appearance of impropriety in their personal behavior, not only in the discharge of their official duties but also in their everyday life. They are strictly mandated to maintain good moral character at all times and to observe irreproachable behavior so as not to outrage public decency.13

This Court, in JPDIO vs. Josephine Calaguas, Records Officer, OCC, MTCC, Angeles City,14 held:

"The Court must reiterate that a public office is a public trust. A public servant is expected to exhibit, at all times, the highest degree of honesty and integrity and should be made accountable to all those whom he serves."

Impeachment against CJ Corona..
