The concern is whether he have declared all his properties to SALN, and whether they are financially capable to buy those properties including the children.

A deed of absolute sale may be issued by the developer when the property is taken out on a loan from a third party lending institution such as, but not limited to, PAGIBIG or a bank. A deed of absolute sale shall then be issued by the seller in favor of the buyer since the property will have been paid in full as far as the seller is concerned, though the payment is largely/partially made by the lender.
