    masyado kasing broad ang meaning ng corruption in terms of government officials. tumanggap ka lang ng piso or yosi from a private individual who is dealing/transacting in your office is in strict legal sense, corruption na.

    based in my experience and observation, mas talamak ang corruption in case of elected officials lalo na yong may hawak na fund - pres., vice-pres., senators, congressmen, governors and mayors, brgy. chairmans - sila talaga yong sinasabing may chance na magnakaw sa kaban ng bayan.

    marami ding appointed officials na verry corrupt specially in the following depts.:

    DPWH, BIR, Customs, and pati pala sa AFP and PNP.

    In other branches of the gov't., kanya-kanyang diskarte ang officials or employees para kumita ng extra income, sa mabuti man o masamang paraan - gamit ang kanilang pwesto sa gov't. minsan, mako-corrupt ka rin mismo ng system. madadala ka rin out of pakisama.

    there are also different forms of corruption:

    1. gift - bribe money/ in kind, corruption pa rin, pero at least dito, nakangiti ang pera ng giver
    2. demand - dito umiiyak ang pera lalo na kung medyo malaki ang hinihingi
    3. SOP/lagay
    4. nakaw - i think this is the worst. stealing people's money

    in my case, i can't promise. pero siguro at least, minimal corruption lang.

    we cannot totally blame the politicians/elected gov't officials. may kasalanan din ang taongbayan. Because some constituents will not vote for you if you will not buy their votes. kaya mas lumalaki ang expenses ng politicians during election campaign period. now, if you will win, pano mo naman babawiin ang gastos mo sa election? kung sweldo lang ang pag-uusapan, di mo kayang bawiin ang expenses. kaya yon, napipilitang mangurakot yong iba. but there are some people who seek for an elective position with intent to gain.

    likewise, we cannot totally blame the appointed gov't. officials who accept gifts in cash or in kind, may mga gift-givers kasi na nababastos at nagagalit pag di tinatanggap yong gifts nila e.

    Sabi nga nila Ok lang ang mangurakot basta ramdam ang serbisyo at aksyon. Tska wag garapal. Hindi na mababago kasi sa Kultura pinoy yan eh.. Kailangan ng super duper mega drastic measures para mabago yan kaugalian na yan eh..
