    I gotta wonder what kind of satisfaction the families of the HK victims will get if they know that any apology coming from the PH is the result of coercion and economic sanctions.

    Kunin na lang nila footage ni GMA to say "I am sorry".

    apologizing will indicate we/they did something wrong. unlike the Taiwan issue, it was clear that it was really wrong. the HK hostage scenario was not handled very well but they did try to prevent casualty. it may have been tactically wrong but not like the Taiwanese shootout.

    I think that there is a very big difference between the Taiwanese fisherman shooting and the HK tourist bus tragedy.

    It all starts with who the perpetrator is.

    In the former, government security forces (active PCG personnel) deliberately fired upon an unarmed boat which was already scampering away and causing the death of the fisherman, while in the latter, it was a deranged man who shot the HK tourists inside the bus.

    In the case of the PCG, all coast guard personnel were charged with homicide after due investigation.

    In the case of the HK bus tragedy, AFAIK, only the ground commander was charged administratively for negligence. While I agree that other higher officials should have been held liable and charged, the one primarily responsible for the deaths of the HK tourists was himself shot dead. There was already an offer of reparation to the families immediately after the incident but I don't know if it was accepted.
