    MANILA, Philippines -Malacañang on Monday said it has ordered an investigation into alleged irregularities plaguing the P218.7-million Ginintuang Masaganang Ani (GMA) rice program.
    In a radio interview, Press Secretary Jesus Dureza said President Gloria Macapagal Arroyo was "concerned" over findings that at least 52 signatures of farmer-beneficiaries in the 218.7-million rice program were fake.
    Dureza said such an irregularity, if proven, betrays the "gains" of the value-added tax used to fund the distribution of hybrid rice, certified seeds, farm inputs and fertilizers.
    He said the Commission on Audit (COA) should forward its findings to the proper agency, including the Ombudsman if the culprits include government officials, or the proper prosecutors or courts if the suspects include citizens.
    "The President is very concerned about all this. Sayang ang pinagsakripisyuhan niya - she went through a process and became very unpopular para mag-raise ng resources, ngayon lulustayin ng iba (The president is concerned about all this. She sacrificed much to raise an unpopular VAT. Now, some people are wasting it all away)," Dureza said in an interview on dwIZ radio.
    Dureza said Malacañang will be following the case closely, adding that it should be relatively simple to catch the culprits because they can trace the names and signatures.
    "Talagang tutukan, madaling tingnan ang dokumento at pangalan at sino gumawa niyan. When the full force of the law is applied, I'm sure it will be in this case tutukan natin (It will be easy to trace the documents. When the full force of the law is applied and I am sure it

    But he remained mum on command responsibility, saying it should go up only as far as the evidence can provide.
    The "GMA" project is an initiative of the agriculture department, which in turn is under the Office of the President.

    Although I'm firmly in the anti-GMA camp... 52 sigs doesn't mean a widespread scandal... not yet... it depends on which end did the forgery... if it was on the farmers' end... prosecute those soulls who took appropriations meant for other people... if it was on the Government end... well... there should be hell to pay.

    MANILA, Philippines - Metro Manila-based households need to shell out more money to cope with the rising cost of living which may be traced from the hike of fertilizer prices, data from the National Statistical Coordination Board (NSCB) showed.
    The agency said a family of five living on an average daily expenditure of P337 will need an additional amount of P43 to cover expenses which rose as inflation hit 12.5 percent in August.
    The NSCB attributed the increase on the rising cost of fertilizers, which in turn drove up the prices of agricultural products. Fertilizers account for 30 to 40 percent of the total cost of production of agricultural crops.
    The price of major fertilizers like urea, ammonium sulphate and ammonium phosphate rose by 38.29 percent to 80.05 percent from January to July.
    The NSCB said this increase may be among the resons for the hike in palay prices, which jumped 50.7 percent from April to June. The monthly retail price of one kilo of rice averaged at P38.76 in July, 57 percent higher than the P24.69 per kilo average in the same month last year.
    The NSCB said the cost of milled rice and corn will likely increase by 0.12 percent and the cost of trade services will go up by 0.03 percent due to higher fertilizer costs.
    It is also expected to drive up the prices of milled sugar, vegetables, banana, other fruits and nuts, as well as the services of eating and drinking places. - GMANews.TV
