Not all justices are given the chance during their lifetime or during good behavior to be CJ. If you are close to the chance, would you let it slip? THAT IS THE EXTERNAL FACTOR.

    In a balanced environment or system, you have the internal factor and the external factor.... (plus the input and the output)

    Now,- where is the 'feedback' (to close the loop)?.....

    ^ in short, reality dictates wala na talaga check and balance sa case ngayon ni Corona. Dapat mag-inhibit na siya dahil obvious n hindi nagwowork ng tama yung SC because of his bias. 19-0 FTW!!!!

    If indeed, HE is the boss, why can't he fire the CJ or any of his members right away, just like any other officers over whom he has appointing authority? the so-called boss of these impeachable officers are the people through their representatives via the process of impeachment.
