No, from the way he speaks, he sounds like a Chinese troll, as in literally from China. Noticed how he is glorifying China as the savior of the world & how he said “do you have the money to develop the WPS?” I think tsikot just got invaded.

Kapitan did mention that at the time, there was a prevailing weather condition prompting him to take that safer route.
