Reuters spoke with the three accused last month under an agreement with security sources on condition that their identities were not revealed.
One of the accused said he was initially approached by a Filipina acquaintance when he ​was a junior staffer at the Department of National Defence with an offer to write opinion articles in return for pay.
That later expanded to ​providing information related to the South China Sea and the defence ministry's bilateral engagement with Philippine allies including the United States, he said.
He did not immediately realise *he was ⁠working for Chinese interests and only became suspicious later, but it was hard to stop as he needed the money, he said, adding that he did this work between 2023 and 2025.

China’s Jinan University has quietly removed from its website a report claiming that the Philippines’ Batanes Islands belong to China, following widespread criticism from Philippine officials and the public.

According to maritime monitoring group SeaLight, the report was deleted without any retraction, correction, or explanation.

However, the same article remains available on other Chinese state-linked platforms, including the Global Times, GDToday, and the National Institute for South China Sea Studies (NISCSS).

SeaLight noted that the report urged China to “claim sovereignty” over Batanes and increase China Coast Guard patrols and military countermeasures “at opportune moments.”

The group believes the symposium report was intended to provide legal justification for Chinese sovereignty patrols east of Batanes that began on June 1 by linking a territorial claim over the islands with Beijing’s maritime activities in the area.

“The Jinan symposium dutifully supplied it by providing the land claim to justify the sea claim and NISCSS and the state media apparatus amplified it,” SeaLight said.

SeaLight also noted that the report triggered instead strong public backlash in the Philippines and sharp responses from senior government officials, prompting Jinan University to remove the article from its website.
