walang bidding na nangyari kasi unang-una bawal mag sign ng any contracts during election period unless binigyan ng permit ng chairman ng COMELEC which is sapul nanaman si abalos....kung wala siyang kinalaman paano naka sign ng contract during that period....kaya ang pinapalabas nila is gov't to gov't and loan yan so hinde nila ma violate yun no signing during election and/or para hinde maipit si abalos.....and para wala ng bidding na mangyayari....

October 5th, 2007 03:50 AM #233IMO, the so called resignation (not on paper) of Abalos is a strategic move, probably an advise from his Lord and Queen (Mr&Mrs Pidal).
Let me elaborate;
1) by publicly announcing that he resigned (by media of course), the motion to impeach him will by default stop. You can't impeach an appointed high official when he is now a civilian. This will give him enough time to gather his resources and plan what will be his next move. He can not afford to undergo the impeachment proceedings because of his unpopularity in the eyes of the public; specially when the process will be televised and considering that the ZTE NBN issue stinks up to the highest lady of the land, there might be the chance that they will open more can of worms through him.
2) By resigning and becoming a civilian, they can now file a criminal case against him in the ombudsman. And by the way, AFAIK the Chief Justice is a known GMA ally and can easily dismiss the case due to lack of evidence. Abalos will have a better chance in the Ombudsman than in the senate impeachment hearing. He can easily avail himself a good laywer and surely GMA will be able to manipulate the criminal proceedings better. GMA is powerless in the senate if the impeachment proceeds.
The catch is...they were able to buy time since Abalos might not be resigned afterall!!! The motion for impeachment stops, and the Ombudsman cannot file a criminal case and is still by default the COMELEC chairman and immune to any criminal charges since there was no confirmation from the President yet if she had accepted it or even recieved it. Now GMA is going to China, Big Mike is back, the senate postponed the ZTE hearing and is not very keen on continuing it, the lower house suspend the motion to impeach!!!The Ombudsman can't file a case!! By the looks of it, GMA has outwitted everybody AGAIN!! The timing is very critical, because all the senators are now on for their vacation..The media will see that its no longer an interesting issue and will shift their attention to some other issue (like the Desperate Housewife hulabalo). People will forget about it and the issue will die a natural death just like all them issues in the past!!

while I think GMA is politically-savvy , a lot of her moves are made based on recommendations from her advisers. after a string of political crises, it maybe that GMA herself is hostage to her political "advisers" and the real powers behind those advisers.

abalos left the comelec as an institution in a much worse state than it ever was.
the office is no longer perceived to have integrity and credibility what with the numerous scandals that took place during his term. his resignation was the best he could do for the office.

It's pretty obvious na may masama silang balak.
Tapos, pa-iyak iyak pa nung nag-resign. Sheesh!
You can't bring your ill-gotten wealth with you when you finally croak. Konti na nga lang ang panahon na natititra sa kanya, he should have used it to foster goodwill and charity, para may chance siyang makapasok ng langit.
