    this is rubbing down the surface of the rotor so that the entire surface will be even, kinda like using rubbing compound on scratched paint...

    You're right but rubbing with fine sand paper or emery cloth is the final step after machining a used rotor on the brake lathe.
    Brand-new rotors don't need machining but just minor rubbing.
