It reads like a resistor or some other circuit that is inserted into the wiring from the intake-air sensor. Basically it does what an AFC does but it is NOT adjustable. It also affects the entire RPM band with no consideration for RPM level.

IMHO, it would increase power but NOT 20% and only if your car has been modified enough to take advantage of the increased a/f.

i highly doubt this is true. there is no 'magic bullet' for engine tuning...just tried and tested techniques - and lotsa money.
