CAI e nasa bandang baba ng oto mo yun so kung bahain dyan sa inyo hindi ko isusuggest yun pero kung gusto mo lang e tunog and very minimal na hp gain (barely noticeable) then get the short ram. or just change the OEM filter to K&N filer.

mas mataas ang gains ng CAI kesa sa ram-style filter, but even then it's not a big amount. typical claims for a CAI are around 5 hp for a n/a engine and non-CAI filters get even less than that. there won't be a huge difference in fuel economy either.

also, some ram filters have a tendency to hiss at idle...parang sumisipol o humihinga si darth vader. i don't know if this would annoy you but i thought you should know.

the only other thing i could advise is that kung gusto mong i-optimize yung breathing nung makina mo eh ituloy mo na hanggang headers at exhaust. an i/h/e combo can give you 20+ hp for a comparatively minor investment

di po ako expert on intakes, pero in my experience the tube-style intakes (like AEM, DC sports, Injen) all make noise to some degree.

Just an intake mod on the Civic should do you just fine, since you don't plan to race anyway. Putting an exhaust pipe and muffler with a larger diameter might reduce your torque even further given that Civics are lacking on this already.
