Or di lang marunong magbasa mga aplikante? Or coincidence lang?

    i work for the government.
    pumipila ako.
    let us not generalize.

this is how i see it,
a government worker falling in line, is a government output delivery that is not functioning.
that one government worker that misplaced one person sa pila, is one government worker who will not be able to service many citizens, because he is "nakapila".

    as example,
the other week, my LTO car renewal was abrupted, dahil "nakatimbre daw ang kotse ko", and i had to go to this LTO to have it lifted.
as it turned out, it was because my new black and white plates were ready for pick-up.
but the LTO personnel authorized to lift my car alarm, was not in the office, because he had another duty to cater to.
i was asked to come back another day, to continue renewing my car's rehistro.
how many other car owners were inconvenienced that day, because a government person had to go elsewhere...

if a better system is possible, i'm all for it.

All I brought were what was specified. The printed out forms and a photocopy of the old passport's data page (yung may photo ng holder). Isn't the old passport valid enough?

I had a great experience renewing my passport sa satellite office in Robinsons Magnolia. Not more than 30 minutes lang from pagpila (hindi pa nagpapapasok since earliest time slot ako) hanggang matapos.

ang point, make the process fast and efficient to everyone, govt or not, no special treatment for govt employee

    we have our priorities.

when i was asked to come back because someone wasn't there to entertain my needs, i certainly lost some work time.

my point: even with the best of interests, "things happen."

but i think i agree with you.
passport-wise, either it is not high on their agenda, or DFA has weak leadership.

some decades ago, when i needed to do business with the US office, i simply walked into their office, and concluded my business in a few minutes.
