If it’s a big conventional window-type A/C, I guess it’s meant to prevent the sudden inrush of current.
But for smaller A/C units below 1HP, some don’t even have independent control of the fan power. It just has a thermostat, timer (also the on/off switch), and fan speed.
Inverters incorporates a delay on the compressor when turning it off then on immediately.
