Edit: with niky's example kasi pwede compromise on what the billboard would look like and it's function. In my opinion, it can be resolved as long as no one is saying na "yung gusto ko lang masusunod or continue tayo sa shut down".

Heh, dude no apologies required. I just thought you're trolling not because you have a different opinion, but because you don't acknowledge that it already is passed and should have full funding. You just kept saying the republicans want to compromise, that they want to meet the democrats in the middle, that they are acting rationally.

Here's a question... Do you agree that there are proper procedures in place in the government? I'm gonna take your answer as a yes since you seem to be a rational person. Here's the crux of the matter, the budget is not the proper place/procedure to discuss and compromise in a law's implementation. Do you understand the point? The GOP going against procedure created this stalemate. The implementation should not be an issue at this point. They instead hijacked the whole budget and held the entire country hostage. I'm sure the democrats will compromise, but the GOP should've done it in the proper forum. The budget should just be a discussion of funding not of doing test trial implementations.
