I was refering to the PAGASA website, which you first quoted.
The USNO and NIST clocks are based on the oscillation of Caesium-133. Rubidium-based clocks, such as the one PAGASA uses, are also atomic clocks.

Aren't all clocks atomic? They're made of atoms, right?
Actually, until this thread, I thought the only atomic clocks were cesium.
