It doesn't work that way, unfortunately.

Bodies of water around the volcano does not "cool" the eruption similar to pouring water on a bonfire.

When lava/magma interacts with a body of water it causes explosive eruptions. An extreme example here would be Krakatoa, which was a phreatomagmatic eruption (steam+magma).
